Consequently, the European Commission wants X to prove it properly assesses and mitigates illegal content risks.

This includes manipulated sexual images and material that could involve child sexual abuse content.

Furthermore, officials warn these risks have already caused real harm to EU citizens.

Henna Virkkunen condemned sexual deepfakes as a violent, unacceptable form of degradation.

She added that the investigation will reveal whether X respects European citizens’ rights or ignores them.

Additionally, the EU expects X to submit an ad hoc risk assessment report before deploying Grok features.

Extended Compliance Probe

The inquiry also continues a December 2023 probe into X’s recommender systems and systemic risks.

That probe marked the EU’s first formal enforcement under the Digital Services Act.

X became a Very Large Online Platform in April 2023, with 112 million EU users.

In December 2025, the Commission fined X €120 million for deceptive design, advertising, and restricted researcher access.

The regulators highlighted violations including misleading paid verification, poor advertising transparency, and blocked independent research.

They also examined X’s risk management, content moderation, and design practices for legal compliance.

Moreover, researchers’ limited access hindered scrutiny of misinformation, illegal content, and broader systemic risks.

High Stakes For X

Now, sexual deepfakes put X’s compliance and user safety under renewed, intense EU scrutiny.

Ultimately, the investigation signals that the EU will not tolerate platforms ignoring citizens’ rights.

Therefore, X must demonstrate it protects users or risk further fines and stricter regulations.
