A Nigerian governor has ordered the issuing of licenses so citizens can carry guns to defend themselves against armed groups, a first among the measures drawn up to defeat gunmen blamed for the deaths of thousands in the West African country’s troubled northern region.

The order to provide gun licenses, according to Zamfara state governor Bello Matawalle, was made in response to “the recent mounting attacks, kidnapping, and the criminal levies being enforced on our innocent communities.”

Remote towns in Nigeria’s northwest and center have been attacked by armed gangs known as bandits locally. Last year, kidnappings for ransom occurred in Zamfara, one of the states most severely affected by armed conflict.
