Nigeria’s anti-corruption agency, the Independent Corrupt Practices and Other Related Offences Commission (ICPC), has reportedly uncovered a number of high-value real estate properties in Egypt allegedly connected to former Kaduna State governor, Nasir El-Rufai.
According to reports, the assets form part of the evidence being examined in the commission’s ongoing investigation into activities that occurred during El-Rufai’s administration as governor of Kaduna State.
Sources familiar with the probe revealed that investigators traced a total of nine luxury properties in Cairo, Egypt’s capital city.
The Portfolio
The portfolio reportedly consists of three villas and six apartments situated in some of the city’s upscale residential districts.
Checks by TheCable indicate that villas located in Arabilla Estate and Banafsik Estate—both in the New Cairo area—are typically valued between $1 million and $1.3 million.
Apartments in the exclusive Cairo Festival City development are estimated to cost around $500,000 each.
Investigators believe the properties were acquired between 2021 and 2023, during the latter part of El-Rufai’s tenure as governor.
The assets allegedly linked to the former governor include a villa in Arabilla Estate in Cairo’s Fifth Settlement district, another villa in Banafsik Estate within the First Settlement area of New Cairo, and a third villa in Oriana II, a residential enclave located close to the American University in Cairo.
In addition, four apartments were reportedly identified within Cairo Festival City, while two more units were traced to Oriana Estate in New Cairo.
The Investigation
The ICPC is currently examining allegations of financial misappropriation tied to the administration of Kaduna State between 2015 and 2023, when El-Rufai served as governor.

The former governor has been in ICPC custody since February 18, 2026, as the investigation continues.
Prior to his detention by the anti-graft agency, El-Rufai was also questioned by the Department of State Services (DSS) over claims he made alleging that the phone of the National Security Adviser, Nuhu Ribadu, had been tapped.
