Airfares will increase for travellers flying to and from Nigeria from 1 December 2025, as the Nigeria Civil Aviation Authority (NCAA) introduces a new $11.50 charge per ticket.

Airfares To Rise
Unlike the $20 security levy introduced in 2010, this APIS (Advance Passenger Information System) charge aims to improve passenger tracking and airport efficiency.
How The APIS Works
According to the NCAA, the levy will create a “single window” approach for all airport agencies.
By collecting and processing passenger data before arrival, the system will speed up clearance at Nigerian airports.
Moreover, the initiative, in partnership with the Nigeria Immigration Service, allows airlines to recover system maintenance costs while enhancing border security.

Who Pays And Who Is Exempt
The APIS charge will affect all tickets issued from December 1, 2025 for international travellers arriving in or departing from Nigeria.
Therefore, airlines must immediately update their ticketing and reservation systems to include the new fee, and they will remit the collected charges directly to the NCAA.
However, the NCAA exempts certain passengers, including infants, diplomats, airline crew on duty, transit passengers within 24 hours, and those rerouted due to technical or weather issues.
These groups account for about 10% of travellers.
For most passengers, the APIS charge will slightly increase airfares, adding a small but noticeable cost.
